In the EU, pet accessories are primarily regulated under the General Product Safety Regulation (EU) 2023/988, together with REACH and other horizontal chemical and consumer protection rules. In Great Britain, pet accessories continue to fall under the UK General Product Safety Regulations 2005, alongside retained REACH, consumer protection, and any specific national animal welfare restrictions on certain collar types.
What counts as pet accessory
Pet accessories include non‑food products used to handle, restrain, identify, or adorn companion animals—such as collars, leads, harnesses, bowls, and similar accessories. These items are placed on the market as consumer products for pet owners, but some designs may also fall under additional regimes – for example, electronic training collars and illuminated or GPS collars can trigger low‑voltage, EMC, or radio‑equipment rules. Food and water bowls should additionally meet food‑contact expectations for the chosen material so that no harmful substances migrate into food or drink.
Core obligations include:
Defining whether each product is a general pet accessory, an electronic device, or another regulated type (for example radio equipment).
Designing to meet essential safety and welfare expectations, using harmonised (EU) or designated (UK) standards or recognised industry test methods where possible—for example strength, buckle security, and sharp‑edge tests.
Maintaining a technical file with risk assessments, design drawings, material and chemical information, composition data, test reports, and relevant documentation.
Providing clear, language‑appropriate instructions for safe fitting, adjustment, and use, including warnings on supervision, tie‑out use, and suitability for specific species, sizes, or behaviours.
Maintain evidence that products comply with GPSR/GPSR‑UK and any applicable chemical or welfare legislation.
