What counts as Homeware (Household)
Homeware (Household) covers decorative objects, candles and lanterns, diffusers, cushions and throws, photo frames, mirrors, and similar interior items that are primarily aesthetic but may have limited functional roles.
Depending on materials and features, products can also fall under CLP and fragrance rules (for scented candles, wax melts, diffusers, sprays), electrical and EMC requirements (for decorative lighting), or even food‑contact considerations for occasional‑use serving pieces.
Assessing purpose, composition, and likely user (including child appeal) is essential to decide which regimes and standards apply.
Core obligations include:
Determine if each item is a consumer household product in scope of GPSR/GPSR‑UK or whether any sector‑specific regulations apply.
Completing a structured safety and risk assessment for each product line, covering normal and reasonably foreseeable use, referencing relevant harmonised/designated standards.
Maintaining technical documentation with design information, bills of materials, test reports, packaging and labelling proofs, and evidence that only safe products are placed on the market.
Providing clear instructions, warnings, and safety information that address identified risks (for example breakage, sharp edges, burns, chemical exposure, choking or ingestion) in the appropriate languages for the EU and UK markets.
Ensuring robust traceability and post‑market arrangements, including identifying a responsible economic operator in the EU/UK, keeping records that link products to batches and supply chains.
