Cross‑functional products that sit under more than one EU or UK regulatory framework need an integrated approach to scoping, testing, documentation, and labelling so that all relevant requirements are met without gaps or contradictions.
What counts as cross-functional
A cross‑functional product draws obligations from multiple regimes because of its design, features, or intended use, such as smart personal‑care devices, connected kitchen appliances, or children’s products with electronic and chemical features. Electrical equipment falls under the Low Voltage Directive and EMC rules, while toys, cosmetics, food‑contact parts, machinery elements, radio modules, and batteries may each trigger additional legislation. The EU General Product Safety Regulation then acts as a safety‑net, covering any risks not fully addressed by sector‑specific rules.
Core obligations include:
Identifying all applicable EU and UK frameworks for each function of the product (for example GPSR/GPSR‑UK as the safety‑net, plus any specific directives or regulations such as radio, EMC, low‑voltage, toys, or PPE where relevant) and ensuring the product is compliant with every one before placing it on the market.
Designing and risk‑assessing the product holistically across all hazard types and use cases – physical, chemical, electrical, digital/cyber, and environmental – and documenting this in a single technical file with supporting test reports, instructions, labelling, and traceability records.
Applying the right conformity assessment routes and markings (for example CE/UKCA where required), appointing a responsible economic operator in each market, and keeping declarations, GPSR documentation, and post‑market surveillance/recall procedures up to date throughout the product lifecycle.
